Log book not in my name(had car 6 mths) Was flashed speeding and got a private parking ticket. Help

Hi not sure this is correct place? I went to tax my car and discovered the log book not in my name. I bought from a car auction and garage (off forecourt not at the auction). Couldn’t remember if I registered it or not but I presumed they would? Log book not even in the garage name but previous owner. But a section has been torn off the bottom after section 12?
I checked DVLA and the V5 was last changed in 2013. I taxed it using the V5 code as tax had ran out few days ago. I’ve not bought a car for myself before. 
So to complicate things I’m sure I got flashed off a smart motorway camera but thought nothing of it as didn’t get a letter😬 Also I got a ticket for overstaying my time on a private car park and again thought ok as no come back. But I didn’t realise that car wasn’t in my name. 
So I taxed it using the new keeper code and now I need to register it in my name but I don’t even know the date I bought it! I don’t know if I’ll get in trouble for not registering but I honestly thought the garage would!
Any help appreciated 🙏🙏

    No, it is the wrong page on the wrong forum. As this is a parking forum, you would be better going to a forum called Pepipoo, where they specialise in council and speeding among other things.

    Edited;  just noticed you had a parking issue as well.  Follow the advice given by Umkomaas.

    Your ticket for the private parking 'infringement', was it attached to your windscreen?

    If so, the parking firm will have gone to the DVLA after 28 days and sought the registered keeper's (RK) details. If you hadn't updated the V5C until way after that date then it's more than likely the previous RK has now had a letter from the parking firm (PPC). Even though the V5C has now been updated, the DVLA won't update the PPC, and neither can the PPC go back to the DVLA for a 'second go'. 

    If you've heard nothing by day 56, I guess there's somebody else somewhere in the country having anxiety attacks!

    Your speeding issue is better dealt with on PePiPoo, as advised above. 
    I’ve not bought a car for myself before. 
    Are you a new driver?  You seem to be a bit vulnerable to walking into driving problems.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    Ok so you say the old keeper (which isn’t even the garage as they didn’t change it to their name) will have got the tickets. So will I not get the tickets once V5 is updated from
    1.private car park and 2. Suspected speeding ticket off the SMART motorway? Will I eventually get these tickets as I did own the car? 

    I taxed the car using the old V5 but I’ve not officially applied for the V5 in my name yet as I don’t even remember the date I bought it. I’ll have to contact the garage.
    Will I get in trouble for not sending the V5 off? I thought the garage would do it as I presumed they would know what they were doing! I taxed it mid Feb

    You can be fined up to a £1000.

    You still haven't told us if the parking charge was left on the windscreen or not. This makes a huge difference, especially if less than 56 days has passed since the alleged event, but the DVLA has been informed of the change of address. 
    This will determine who gets the NTK; you or the previous registered keeper.

    Please tell us the date of the alleged event, although the required dates to hld the keeper liable can be found in the sticky thread for NEWBIES that asks you to read it before posting.

    Updating the V5C will not bring the PCNs to you.  It doesn't work like that, but they will trace you later if you don't get hold of the penalty and the fake PCN and deal with them now.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
