New Garden Fence

I am looking to get new fences in my back garden. I hear the maximum height you can have without planning permission is 2m. How is this measured? For example, my garden has 3 different levels. Do I judge the height of the panel simply from ground level so essentially the height of the fence? Or do I have to consider the level of the ground?
Another question I have is; the fence post I have are of different heights (the current fence is shorter in the middle on both sides of the garden. I am assuming the previous neighbour done this so she can speak to her neighbours). When installing a taller fence, can I use the same post?

2 metre fence panels are fine, even on a sloping garden, providing the boundary is not along the roadside kerb at the front where it is usual to have a 1 metre height rule in place.1

You can fit 2m high panels into shorter posts but they will be more susceptible to wind damage as they will be able to flex above post level.

There are such things as post extenders, but they're not usually pretty.
