MSE currently shows this as top product but application even as an existing customer with excellent credit rating is not currently possible? [attached]

As I read that letter, they are automatically declining all applications from existing customers due to operational difficulties caused by the virus situation. So nothing to do with your credit rating, if you are indeed an existing customer.1

Banks ignore credit ratings, which are all different, anyway, across the CRAs. Savings account will not look at your credit rating but will look at any fraudulent activity or use these checks to confirm your identity.
