Independent status age 21 going to Uni Sept 20

Chloe has been living independently for over 3yrs, currently lives with friends of family. She is 21, awarded her fees though student loan and a maintenance loan of £4289. We calculated it might just cover rent in halls. All the info I read is about topping up mentions parents’ contributing to make up enough to live on. She hasn’t lived at home for over 4yrs, supported herself working part time with an annual income of £9203. While not estranged from single parent, she has been totally independent. Student Finance England have all this info, yet still only awarded £4289. Where do we go from here?
