Credit Report - Scottish Power refusing to remove default error

Hi,
My partner recently applied for a mortgage and a default was flagged in her Equifax credit report.
On checking this was found to be for an unpaid bill with Scottish Power at a former address.
However, the date was for a period after she had moved from the property and closed her account with Scottish Power.
As she was renting at the time she has obtained written confirmation from the landlord that she was not resident on the date and not liable for utility bills.  
She then followed up with Scottish Power, initially they were unable to find any record of the debt and confirmed that her account had been closed in full with no balance outstanding. After further calls Scottish Power eventually managed to track the debt at the address and confirmed that she was not liable for it. All of this was provided in writing by Scottish Power.
Having got to the bottom of things she then provided all the evidence to Equifax requesting a correction.
However Scottish Power has subsequently responded to Equifax stating that the default is correct and are refusing to remove this from her record.
Does anyone have any suggestions for next steps to clear the default from her credit report? Clearly Scottish Power are at fault
[Note: happily her mortgage was approved as the underwriter accepted the evidence she gathered]

    Send Scottish Power there own confirmations and ask them to explain themselves, then take corrective action.
    Then get in touch with the ICO if not sorted.

    Unfortunately it's impossible to contact anyone other than the Hinderdesk at Scottish Power.
    If anyone has the contact for someone with authority at Scottish Power that would be great.
