booked flights and car hire with DialAflight to go to Florida it seems that they may be only offering vouchers instead of refunds , I don't want vouchers as Virgin might go to the wall and then they will be useless ,can I claim on the card issuer under this section 75 or do I have to accept the vouchers and hope all is well, have spoke to DialAflight and they said they will be handing out vouchers, also paid the villa rental cost via same card although not via DialAflight

Flight - no you don't have to accept vouchers - but you do have 12 months to claim the money back so no hurry. You might want to wait until calmer times. If Virgin do go under then you can fall back on your card.
Car hire and villa cost - if they are still available ie not cancelled then no claim as they are still available. That is what travel insurance is for.
