Your IP address cannot trace you to a specific physical address, so you writing a letter to The Mail will not tell them that you live at 19 CherryTree Lane.  They would be able to work out which ISP you're with, but that's all.  Any other specific information beyond that requires a court order and good reason.

No they won't.  Your IP isn't geographically defined anyway, if your just happens to be in your particular area that's a quirk of the system.
Due to the way the internet works IP addresses are not defined as Yorkshire or Somerset or wherever.  So what the provider can see is immaterial anyway.  It can be traced back to you but as I say that needs a court order.

As to Members of Parliament, in all honesty unless you live in their constituency (or its of major national interest) they'll just pass your mail on elsewhere in their system.

The other option might be email via Tor, but because of the way Tor works it will almost certainly trigger "suspicious activity" emails in the mainstream email providers, and some of the disposable ones may not be accessible via Tor anyway.

I can open a throwaway email but it will still have my IP address.
Why would 5hey be interested in your words if you’re not happy to say who you are?

You can always tack "Please don't print my name or location" onto the bottom of your correspondence (if its for print or for reader's letters) and they should respect it.  I think it was The Times (and/or most of the other  broadsheets) that specifically state all letters/emails must be accompanied by an name and address.

Of course if you're whistle-blowing, that's an entirely different thing.

My IP says my location is Taunton... except when it says Sunderland.  It may show what region you are from but as mentioned
it will not say you live in this street. Probably be unlucky its it any better than a 30 mile radius.

Use webmail and a browser with a  in VPN if anonymity is that important to you.  The MP will proabably just bin the email in the "crackpots" folder though if you won't stand by your words with your real name and address, and they would be correct to do so.

As mentioned before your IP address may show the region you live in by chance.  The other thing you are missing is that it is highly unlikely that the press or the MP in question will really be interested in trying to find out who where you live from the IP address in the email headers.  I suspect most of these people would never even look in email headers.  The ones technically savvy enough to even know about these things would know that using an IP address to locate someone is not possible without getting the data from the ISP and that will take warrants.

It's the sort of question asked by terrorists and lunatics. Unless you live under an oppressive regime, then it's asked by the  Resistance or innocent.opposition.
I make no comment on the regime the OP lives under or their state of mind.
