Santander 2 year fixed rate ISA access

I received an email from Santander at the weekend, that indicated that they would allow access to the fixed rate ISAs allowing withdrawals without penalty. I attended my local branch this morning and they told me I would have to close the account completely and that would incur 120 days interest in the process. When they indicated via the email that customers would be allowed access these funds I had the impression I could take a proportion of the funds out without closing the account completely. My point is I could have done this even before the coronavirus crisis and the rules have not been relaxed atall.Can you advise me on this matter please.
