Travel Voucher without requesting, Indonesia & Singapore consumer law

Hi all,
We have had 5 flights canceled and told that travel vouchers are all that will be issued. (same as a few other people and posts here). EU rules wont help as they are internal flights in the regions above. Scoot have given vouchers already, no asking, not debate. just boom flight canceled and here are your vouchers. Garuda Indonesia have canceled the flight and said vouchers are available but we have to reply to them to say we want them. so 2 slightly different cases.
Is anyone familiar with Indonesia or Singapore consumer law and if there is a similar rule to the EU one saying we are entitles to a refund to original method?
Also has anyone had experience in trying a section 75 claim over vouchers? Travel insurance obviously doesn't cover it.
