Furlough Pay - Due back from maternity yesterday

Afternoon all, 
Was hoping someone could help. My partner has been placed on furlough today and was due back yesterday after being on maternity for 12 months. The company letter isn't clear but does anyone know where she stands? 
Signed a 25 hour per week contract a couple of weeks ago (around March 15th). On the company letter sent out today, it states they will be looking at average hours prior to February 28th if inconsistent. Would this mean the average of nothing? 
February was roughly 50 hours holiday (using up what was left, annual allowance renews in March) and previous to that it was statutory pay. 
Hope someone could offer some guidance, can't seem to find much online!
