Agency can't afford furlough

I have worked at an agency for 6 years. They are withholding furlough rights because they don't have the cash resources to pay. Can it be claimed once the government subsidies come in or do you need confirmation now to be considered as af employee? They have offered me work tomorrow for one day when I worked 4/5 before. If offered work and you refuse are you disqualified from claiming furlough?

What sort of contract do you have with your agency?

I  on PAYE and have an employee code.

There is no right to furlough. It is at the discretion of the employer to offer it (and then you have to agree to it). You do not claim the money, the employer does.
