HELP for Self Employed but for less than one year so no 18/19 tax return

My husband went self employed April 2019 and therefore didn't do a tax return for 18/19 as was not self employed for that time.
The government wont pay him anything whilst he is out of work due to coronavirus as he didnt file a tax return in 18/19 as at that time he was employed by a company and not self employed.
He has called HMRC today and asked what he can claim and they have basically told him that he will not receive any form of help. He cant claim SSP as he isnt employed via a company and nothing has come up within our local authority about claiming this for self employed people. We have tried to go down the line of Universal Credit but have also been refused for this and have been told he cant claim Employment and Support Allowance either. 
Im not sure where to go now, he has been applying for jobs but at present no one has come back to him.
He has worked since being 15 years old and always paid his taxes, he made the leap to go self employed last April and still works and pays his taxes to now be told the government cant and wont help him, its ridiculous! 
Can anyone help?

    Martin Lewis explained this the other day think it's still in youtube but yeah anyone who started a business after April 2019 is basically buggered.

    This is where it pays to save money and not live pay slip by pay slip. Its just been bad luck that your partner husband started at the wrong time.

    Do you work? Is he still able to do some form of work during this time? I dont know what he does but could involve being able to work online or improvise a little to get some income? Have yous adequate savings to last a few months until they government maybe change things regarding self employed?

    Consider universal credit and a mortgage break, if these apply.

    This is where self employment insurance is required. I am surprised by the number of people who don't have this.
    Sadly he has fallen through the cracks - no tax return so nothing for the Govt to base their analysis on. It's universal credit or go and find a temp job i am afraid

    Answered very many times, including by Martin Lewis last night:
    • the only time UC is repayable is if you have incorrectly claimed it, although if you get an advance rather than waiting for 5 weeks, you will have to repay the advance
    • UC has no impact on SEISS
    • SEISS will probably reduce the UC claim to nil in the month of receipt and may possibly affect later months
    • if you put the SEISS into savings and those savings go over £6,000, your UC will be reduced until they fall below £6,000 because of expenditure deemed acceptable for UC purposes (like business or household expenses, but not gifts)
  • Both myself and my daughter tried to submit a tax return for 2018/19 but the portal on HMRC didn't give the option to submit for that year. We have now missed the deadline. Has anyone else come across this issue ? I tried to speak to someone but the options on the phone always led to a dead end.
