my employer won't furlough me

me and my husband work for the same company, he is a supervisor and I'm a driver.
my 84 year old dad came to stay with us at Christmas when he was discharged from hospital, due to him moving to a different area he needed a new GP this was arranged on Christmas eve, I dropped my work down to 3 days to care for him. he has age related health problems along with COPD.
Our son also has asthma. due to this current situation I have decided to stay home to keep my son and my dad safe.
I have been put on the rota as urgent domestic. I recently asked to be put on the furlough agreement and they have refused. can they do that?
 They have now said I need a letter to say that my dad is at risk even though they have known about our situation since christmas. I have called our GP practice and they said they are not In charge of the letters that get sent out and they do not have him as high risk (because his medical history still hasn't been sent over from the previous GP no one seems to know where it is) so I am stuck.. my employer knows i care for my dad, they know his age and his problems. can anyone help please?

    your dads health problems have nothing to do with furlough unfortunately, like many others you’ve misunderstood the scheme, your eligible for furlough in the following circumstances;

    If you and your employer both agree, your employer might be able to keep you on the payroll if they’re unable to operate or have no work for you to do because of coronavirus (COVID-19). This is known as being ‘on furlough’.

    Personal issues like medical needs or childcare problems don’t factor into it.

    Yes. Furlough is for employees that they do not have work for.

    Hi Danielle
    What a difficult situation you have found yourself in. Are you able to get in touch with the previous GP practice? This is a very sensitive time for everyone and emotions are running high, but I think you need a bit of perseverance, and do not be rushed. Your child and your dad are at the most important, bottom line is that this is life and death situation. There is always a way to get the information you need, be persistent. If the GP are responsible for sending out the letters, then who is? Also I would write a letter to your employer explaining your predicament and what you are doing to try and source of information that they require, that way they know you are serious about it all. Good Luck and keep going x

    The letter, if it's successful, would make you eligible for SSP. It wouldn't make you eligible to be furloughed.
