Can My Work Mate Be Placed On Furlough

Hi,
Just trying to get some advice for a work mate.
His daughter is severely disabled, her school has closed so needs care at home. His wife is a key worker and he is considered essential so is still working. My question is, can he be placed on furlough even though he is showing no symptoms? Work has pretty much dried up so it could go down as having no work but he is unsure and getting pretty worried about his daughter.

One keyworker in a family qualifies you to send your kid to school, if the other parent cannot provide childcare (eg they need to go to work)
Furlough is if your employer has no/insufficient work for you, not to cover childcare or showing symptoms.1
