    No, you have to be on the payroll on that date. Most employers do not set up new starters on payroll until they actually start work. It sounds like the OP was not on payroll on 28th Feb, so (based on current rules) is not eligible.

    Sadly, whenever there is a cut off date for something, there will always be someone that just misses out. If you move the cut-off date, it just creates a new group of people who have 'just missed it' and the whole problem starts again with the new date. 
  • Government have amended the policy now to the day before they announced the policy, so it has now been moved from the 28th February to the 19th March, you should all be entitled to Furlough if the employer agrees.

    Possibly not. It depends when they are paid. It is possible for example that someone started a job around the 26th February say but did not get paid until the end of March. In that case they will not have been included on an RTI by 19th March and will not qualify.
    Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.
