  • I have no particular axe to grind against BPA.
But as far as I can see there will be an "Association" - it is in the Act.
If you don't want it to be BPA or a rebadged BPA then what can be done? My suggestion above would force the BPA to act and if it didn't then there would at least be evidence of why they shouldn't be considered to be the right association to use.

@Umkomaas sorry, should have said some of those quotes are from MPs as well as the Lords. Funny that literally in the same speech they talk about ending the ripoff they then say how happy they are that BPA supports the new bill.

But same question, are you sure that they won't be involved once the new act is in place?

Of course they will say that it's called Grace and Favour

A new code of practice voids the BPA and the IPC

The Act is already in place, it's the infrastructure that is stubbornly absent. And with all the COVID stuff, it could be light years away.  Who knows what role the BPA might play, possibly just a members' voice, but as I said above, the conflict of interest in them playing any form of regulatory role is obvious. And don't forget, the IPC are also trying to get their snout in the same trough, although all the indications suggest that perhaps only one might be tolerated.  Eagerly awaiting the cat fight.  I doubt the timeless phrase 'Honour among thieves' will apply here.

Well, it will apply then (shuffling feet!). 🤭

Or not, as the case may be!

I thought that the new law called for a unified 'single code' and that BPA was being lined up to be the single regulator?
Not the case at all, albeit the IPC and BPA will surely be part of the review group.  The new single code is not to be enforced by either trade body as that would undermine the reason for the Act.

I expect that is all on hold at the moment though.

Some PPCs have been kicked out of the BPA but it's rare.  ANPR Ltd were allegedly one which was removed, but as TWC says, it appears that they just morphed into IPC members in different names.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OK. So I misunderstood. I've just read it again, but tbh it's a bit double dutch to me.

So it's a single mandatory code that's going to be developed by the British Standards Institution, and a new independent appeals service? and the "accredited parking association" that is in the act is actually just what a PPC is now? with no trade body in the middle?

My worry was that the conflict of interest is having some of this overseen by a members organisation, that is a problem now, and I thought it would just continue under a different badge.

But as you have all said, this is going into the long grass for quite a while.

Now you know not to worry. Even the BPA will not be immune and could be terminated as an ATA
Unless the BPA up their game, that could well happen
