Trying to extend Travel Medical insurance

My 79 yr old mother traveled to Hawaii a month ago to visit my brother who has lived there for 30 years. The trip was planned before christmas and she bought travel insurance from AllClear Insurance to cover the month that she was planning on staying. On arrival she was suffering from a persistent bad cough so decided to self isolate at my brothers house for 14 days. She is now fine and a local doctor said it wasn't Corona (although they didn't test) and we think she probably picked up a cold at home which was exacerbated by the long flight. She is otherwise fit and healthy and is being well looked after by my brother and sister-in-law. Hawaii is now also in lock-down with $5000 fines and 1yr prison threats for non-compliance (although they have very few cases) and my mother's return flight which was due next week and would have been via LAX has been all but cancelled. We have all decided that it would be best for her to stay put for the time being. In the UK she lives on her own in a flat with no garden in the centre of a town. In Hawaii she is with my brother and his wife in a fairly remote part of the island with good weather and a garden. (She isn't expecting sympathy!) However, AllClear Insurance have told her that FOC advice is that she needs to come home and that they will not extend her medical insurance. This is obviously a problem. If she was to get sick whilst in the US her medical bills could be huge. But coming home would involve an at least 30 hour flight via at least one stop in the USA (probably Denver) and another stop in Canada which is not a fun trip for anyone and she would be returning to an area that is more dangerous for her at risk category (over 70) than where she currently is. The smallprint on AllClears website says that if she is forced to stay they can extend for 30 days (which they aren't offering yet) and the longer she stays the more likely she will have to stay for an extended period until this is all over. She is fine with that and United Airlines have said they are happy to rebook her on another flight at any time in the future so she's not looking for any travel costs. It is just the medical cover. Anyone got any advice about her options? Thanks and sorry for the long post. N

Have you pointed out the 30 days to them?
Although they would probably fall back on the line if you do not follow the foreign office advice then they will not provide cover and as the foreign office advice is currently

Any country or area may restrict travel without notice. If you live in the UK and are currently travelling abroad, you are strongly advised to return now, where and while there are still commercial routes available. Many airlines are suspending flights and many airports are closing, preventing flights from leaving.
They will probably say they will only provide if cover if she follows the advice.
