    I agree - hence reflected and suggested they are either subtenants or licencees. I was initially clutching at straws on behalf of the OP!

    Yeah I know legally they're not but they still are in my mind.  It is what it is.  One good thing to come out of it is that they are liable for the council tax for the duration of the covid-19 restrictions so every cloud eh? lol
