I think furloughing is only available to companies who haven't got enough work on to keep paying their employees.
Son's work had 8 guys delivering supplies to hotels, restaurants, cafes and convenience stores. The majority of their customers have closed down so they've furloughed 6 of them in the hope that business will return at some point and they can resume their jobs.
Key workers can't be furloughed because they are working in thriving sectors like health/care/food etc.robdunn85
