Freelancers (PAYE)

My son works freelance, is paid via PAYE so does not have to return a tax form. He was due to start a new job for BBC on Monday 30 March. This job has now been postponed, is there any support for him? yesterdays announcement doesn't cover Freelancers on PAYE.
Also he finished a previous job on 16 March to start this new job but had only started it 29 February.

You have to be on the payroll on 28 February 2020 to be able to be furloughed.1

So does that mean he needed to receive a payment on 28th (been an employee on 28th)?

No, just be on the payroll, but the question here is whose payroll.1
