The scheme is to safe guard jobs that may be lost during the current crisis. Unfortunately as you started your new job on the 23rd March you do not meet the criteria, you needed to be on the payroll on or before the 28th Feb. You have already left your previous job so that job has either been lost already or somebody else is doing it so again they can’t claim for it as it does not meet the criteria.
You can either see if your old job is still available if they have not filled it and hope they will take you back or look at what benefits you are entitled to until your new company can re-employ you.

Hi Thanks for the reply, I am employed by my new company but was sent home on my first day. SO i am employed but mu new employer cannot claim for me, they have been told I must contact my last employer to be reinstated and put on furlough?

You can certainly ask your previous employer but there's no guarantee they will agree. If they don't then use a benefit calculator to see if you can claim Universal Credit. If you have savings/capital of more than £16,000 you won't be able to claim it.

Currently they can not put you on furlough either, as you left them by choice. However it seems to be the general consensuses that this may be changing in the near future, the current rules are in the link below and I would guess it would get updated as the policy updates.

What is the position with your new job - are you now unemployed? If so, yesterday's clarification does indeed confirm that your old employer can restore you to their payroll, then immediately place you on furlough and claim under the Job Retention Scheme.
