If I am furloughed, should my employer pay me and then claim the 80% back or should i have to claim the money myself

Your employer pays you as normal. The scheme reimburses employers. You cannot choose to be furloughed, it is entirely down to your employer.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.1

Yes, they can, is the short answer.1

If they have no money to pay you then they can't be forced to pay you. It is only hoped that they will if can.

I'm wondering does the grant come through eventually for Empolyers unwilling to pay anything now, or is the only way they can pay employees is to pay them first and claim back from Governement out of their own cash flow or via corana virus interruption loan.

Really should be business as usual for pay if possible. Payroll is pretty important. It's chaos if staff don't get their pay.
But if there is no money then there is no money... Businesses should be applying for BIL if they can to keep things running. If things are so tight and they strike a deal with employers about getting paid in April and that is what needs to be done to keep businesses afloat then surely employees will agree that is better than the business going broke.0
