She is classed as a key worker so the expectation is there for her role to continue unfortunately, the caveat to this is unless she has an underlying condition that increases her risk of the infection or severity of infection.Her boss maybe indeed being difficult but at the same time they may already be experiencing more staff shortages than usual due to the current outbreak. It’s just hard on everyone at the moment.
Maternity leave can be taken any time from week 29 so she maybe able to bring her leave forward earlier than planned. I appreciate this might not be why you wanted to hear. She will have to give notice of this sooner rather than later though (I believe you have to give a months notice to your employer though that might have changed since I was last on maternity leave)1 -

Unfortunately not as her role is very much still needed and available, the furlough scheme is for those whose work has been put on hold due the virus.It must be a very worrying time for you both but all you can do presently is self isolate as much as possible, strict hygiene routines and most importantly right now especially with hormones being rife in pregnancy look after your mental health.
Congratulations on the pregnancy and it will pass before you know it.1
