Furlough payments and conditions

My daughter works for a nursery and has just been told that she is going on furlough from today. She was told this yesterday and today has had a phone call from work and been told that the payment will not start until the 3rd April so she will have to take holidays until then. Surely this is not correct, I have checked on the government website and it states that payments could be backdated to the 1st March if necessary. So does that not mean that as soon as you are put on furlough the payment starts from then and not in a weeks plus time? Please can anyone shed any light on her rights. Thank you
