Office closed and cant work from home, can I claim?

Hi
My wife works for a Care Company as an office assistant, they have recently closed the office and the managers and supervisors are working from home, they have stopped all hours for my wife now, Can we get the 80% pay from her employer, there are so much confusion around this.

It’s up to the employer whether to designate her as a furloughed employer and whether or not to access the Job Retention Scheme to help them pay her wages.

They say they dont think they can, they have looked into it and think that she doesn't qualify due to the company still operating0

The fact the company is still working is not the deciding factor.
