Garage won't return vehicle and closed for "foreseeable future"

For example, selling and repairing TVs is clearly not essential but in the middle of a lockdown getting a replacement TV will be a godsend for some.And as a concrete example, my very vulnerable neighbours hot water heater failed two days ago - fortunately she discovered that she could still buy a new one.And I see that garages are explicitly excluded from the shutdown advice.
