Renew T.V.license if over 75?

Just had e-mail to renew ,Last 2 years free as now78,have read that this is delayed til August? Impossible to contact via renewal site. Gives me 24hrs to pay!! Is this correct?

Under the current, government funded scheme, you can get a free TV Licence after your 75th birthday. Please remember that you don’t automatically get an over 75 TV Licence on your 75th birthday. You have to apply for one.
The free over 75 TV Licence will cover you as well as anyone you live with up until 31 July 2020.
