No it's wrong. Based on the information available, and remember that details have not yet been finalised, an employer can designate employees as furloughed employees and get support from the government to cover 80% of the normal pay. Those employees must do not work for the employer.
It doesn't mean that all workers must cease work and the business close. Where appropriate the government want businesses to continue but recognise that they may have less work. The support scheme is to enable them to retain their workforce so they can respond more quickly when the economy starts to recover.

Your employer should read the guidance

Support for businesses through the Coronavirus Job Retention Scheme
Under the Coronavirus Job Retention Scheme, all UK employers will be able to access support to continue paying part of their employees’ salary for those employees that would otherwise have been laid off during this crisis.
    Eligibility
    All UK businesses are eligible.
    How to access the scheme
    You will need to:
    • designate affected employees as ‘furloughed workers,’ and notify your employees of this change - changing the status of employees remains subject to existing employment law and, depending on the employment contract, may be subject to negotiation
    • submit information to HMRC about the employees that have been furloughed and their earnings through a new online portal (HMRC will set out further details on the information required)
HMRC will reimburse 80% of furloughed workers wage costs, up to a cap of £2,500 per month. HMRC are working urgently to set up a system for reimbursement. Existing systems are not set up to facilitate payments to employers.
If your business needs short term cash flow support, you may be eligible for a Coronavirus Business Interruption Loan.

  • I am on a temp to permanent  contract and just been  at my new job for 3 weeks. Now office is closed and I do not qualify for government help. What are my rights to claim any form of benefit during this time off?  I am going back to same job once ban has been  lifted, but agency who pay my wages say they do not have to help me with wages. I have no money now and very worried.

Look at Universal Credit. https://www.citizensadvice.org.uk/benefits/universal-credit/   There are online calculators to help you assess entitlement  https://www.gov.uk/benefits-calculators
