Payment of salary arrears while furloughed

Hi,
My daughter works for a national company and has now been furloughed.  Her total benefits package includes a small basic salary (below NMW) and commission.  Basic salary is paid at the end of the month worked, commissions at the end of the following month.  Her manager has said that they will probably not be paying commissions earned in March (and therefore due at the end of April) ... can this be right??  Surely she, and thousands of her colleagues) have earned this money and it is contractually due to them??
This then raised another question for her which is whether she is going to have to manage on 80% of her below NMW basic - I’ve heard Martin on various programmes and podcasts saying that we’re still waiting for clarification of how the employment support payments will be calculated - does anyone know when the final guidance/instructions will be available??
any advice would be very welcome
