I have seen certain businesses in area still loook like they trading... I seen ice cream vans, carpet fitters and some takeaways open.

Takeaways are still allowed to open. I wouldn't have thought an ice cream van would be allowed to continue to work. Not sure about carpet fitters.

The list of businesses that must shut down is published on the gov website. It is not "illegal" to trade business per se, but the police can ask you to close and issue fines.
All other businesses not subject to mandatory closures are OK to operate if they can but must comply with social distancing.
Shops in general are closed - except for essentials.
Ice cream van - duious. I doubt they should be running
Carpet fitters - OK to work provided they do it properly and according to advice.

Here is the list of businesses that must close and what exceptions apply that allow them to operate:

If you aren't sure whether a business should be operating check the list and you will know.
