Carpetright wants 20% cancellation fee on a store order

Personally, assuming you still need the carpet, I would sit the virus measures out and get the carpet fitted when restrictions are eased. That would be preferable to trying to combat a 20% cancellation fee, which presumably you can't do at the moment anyway because they're closed.
To answer your final question: No, you don't have the right to change your mind because you made the purchase in store.0
