When are we entitled to a full refund for our flights to Bali?

We have flights booked to Bali, via Manilla with Philippines Airlines on April 28th. The Philippines have just introduced a ban on any flight transfers via Manilla, essentially making the flight cancelled. However the travel agent, Budgetair, tell me that the airline policy is to not offer any refunds at the moment for my flight. I don't really understand what I'm supposed to do though. The flight clearly isn't happening as I'm literally banned from getting on the connecting flight

Your flight isn't for another month. Is it confirmed that the ban on transfers will still be in effect on the date of your flight? If so, I'd expect a cancellation email soon. If not, I'd wait until it's cancelled, and if/when it is, then try claiming with the airline first, credit card company second, travel insurance third.0
