Confused about travel refund legal rights

Hi,
I booked a package holiday through Secret Escapes/ Fleetway travel, they are not issuing refunds having cancelled the holiday last week, my insurance is worthless as they aren't covering the holiday either due to the fact Cyprus wouldn't have let us in and government info was no to non essential travel.
I have read on the ABTA website about Package Travel Regulations but which guidelines have president? The travel agent T&Cs (which have probably been changed since I booked in Jan) or ABTA? or any other guidelines?
Ultimately they cant provide the contracted agreement we entered into but they are finding ways round that.
Is there any other way I can claim this all inc trip back? Not sure through credit card will work as they rely on T&Cs of travel company.
