Grey area on pay/notice

Hi. I handed my 4 week notice to my employer on the 13/3 and due to start work in a new job on the 20/4. But the new employer is not now hiring and my current employer is not willing to pay me. Where do I stand in regards to income/benefit as I was employed on the 28/2?

Your old employer would have to re-hire you and put you in the job retention scheme, if he was allowed to. We don't know the details. Ask him.
If you have a contract of employment with your new employer talk to them. They may be in breach.
We really don't know if the date of 29 February is important.0
