Travel Industry - Furlough doesn't help Travel Agencies

This sums up my company position perfectly.
Whilst we’re seeing closed pubs, restaurants and empty shop shelves on the TV and workers sent home on 80% government subsidised pay. I would urge the government to consider the service it is receiving from the entire United Kingdom Travel Industry..
Since the ban on the first country, the bans imposed by other countries and the eventual ban on all international travel a group of relatively low paid workers in a very low margin industry have been helping prop up the UK from a huge crash. The failure of the entire UK Travel Trade.
We are every week dealing with the cancellation, rebooking and refund of hundreds of thousands of UK citizens.
At the same time we are cancelling and deferring the very bookings that fund our existence. We are bound by regulations that are forcing us to refund clients even when we will not be refunded.
We are paying our staff to do all of this and time is running out. Without your help, every travel agency, tour operator and flight operator in this country will need to scale its operations and offices back to bare bones in order to try and survive. We will be doing this at a time when you need us most and eventually but very quickly you will see us fail where you will have to pick up the bill for our failure and the claims that will involve.You will also have to pick up the bill for the millions of people that make up this industry. Don’t offer us loans, we are providing you the UK with a service - pay us for it. Also there is no bank on this earth that will assist us in borrowing cash when our foreseeable income has been cut off indefinitely.We need the UK Government to pay the wages of the people that are keeping the plates of the travel industry spinning and a paralysed industry alive. We can’t send our staff home on 80% pay like you suggest. They’re hugely busy making NO Money and still costing us 100% and we need  staff to cover the huge work load,which under the 'furlough' rule they are not allowed to work.
If we send them home - Mrs Smith will lose the holiday and money she booked for May which were busy changing for nothing. When this happens our governing bodies ABTA and ATOL will be overwhelmed and guess what. You’ll have to hire us to pick up the pieces. Help us now. We need to tool up for remote working and we need you to help us do that as well as help with the wages. Don’t offer to lend us money, There is no bank on this earth that will assist us in borrowing cash when our foreseeable income has been cut off indefinitely. Make no mistake, none of us have a business plan anymore. We don’t have a product to sell. If you thought Thomas Cook was bad. Imagine the entire industry. We are a deck of cards waiting to fall and the clock is now ticking very fast.  We need our staff to assist your citizens, they want to self-isolate, we want them to be able to work from home but you will not help them.  The solution is change the instruction from government from Furlough to send home to work.
