Furloughed Employers

My daughters employer is reluctant to claim the 80% as they think the business will have to pay this money back. I thought this was a grant not a loan and that the employer does not have to pay it back. Can someone please clarify.

The Job Retention Scheme is a grant not a loan. based on this employers have spend the money and will then get repaid

"HMRC will reimburse 80% of furloughed workers wage costs"
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.0
