Refund or unusable voucher??!

Hello I had a flight with 2 legs one within Mexico one Mexico to panama. I couldn’t take it as panama had announced no entry to non Panamanians... the airline has offered me a voucher to use till 31 December but the problem is, even if I decide to go to panama as per original planned trip, say at Christmas, I can’t use their voucher as they are an airline with no flights to Europe! Maybe they’ll go bust by then?! Can I use the voucher on one of their airline alliance partners who do fly to and from Europe? Thanks!! Also I booked it through Expedia and not with the airline....
