Is the assumption that the information has come from the DVLA necessarily correct? I have no idea what bureaucratic hoops you have to jump through to be able to drive your UK registered vehicle in Hungary, but is it not at all possible that the OP passed on his name and address details together with his registration number to the relevant Hungarian authorities - either directly or indirectly - before even turning a wheel on a Hungarian motorway? (The OP wasn't originally querying the involvement of the DVLA - he was unhappy about paying a fee to Euro Parking Collection).0

The short answer is "No". there was no contact with the authorities. Hungary is part of the Schengen area so no travel documents are required (other than a valid passport) and no border controls.
The DVLA is now involved thanks to information provided by Car_54 (wherever he is).
