Daily rate freelancers working via Limited Company

Sorry if I have missed posts about this but what happens to freelancers on day rate working via limited company without any job now? Generally, freelancers take minimum amount of salary every month and rest as dividends from what they earn.
I don't think they come under self-employed? Is there any help set up for these people?
