Eurostar e-voucher or travel insurance claim?

In January my GF and I booked a Eurostar train/hotel package for a week in Paris. Eurostar have recently said that in light of covid19, they will give us an e-voucher instead to be used for a holiday later on (up to March next year) provided we rebook before the end of September. But who knows if the situation will be any better in September? So we decided last week to apply for a refund via our travel insurance, provided by SAGA. We understand that there is a claim excess of £70., which is understandable. As our reason for the cancellation claim, we stated that we're in our seventies and are therefore in the "vulnerable bracket". Today SAGA replied saying, please contact us within 48 hours of the intended departure date (1st April) and "should the FCO still advise against travelling, we will look to consider your claim". Then they say "in the meantime, please look to your credit card provider or travel operator for a refund". What cheek!! SAGA clearly don't want to do anything. What do we pay travel insurance for, then? After all, they benefit (to the tune of £70) from the claim.
So, my question to everybody on the Forum is, do we go for the e-voucher or should we persist with the travel insurance claim? What leverage do we have in the latter situation, if that's what you all suggest?
