Application for parking permit requiring me to change address on my driving license?

Hi everyone, hope you are well. 
Quick question about changing address on a driving license. 
My current situation is that I have been "working" in London for around 3 months and renting a room in Tower Hamlets, East London. 
I have a company car which I park on the road overnight as parking restrictions are only 08:30 to 17:30, and set off at around 08:00 and get back around 18:30, so the parking restrictions have never affected me. 
Due to Covid we are locking down and the car now needs to be parked on the street in restricted hours which means I need to apply for a parking permit. 
Following the local website I need "proof of address" which is basically the driving license which I assume needs to be my current Tower Hamlets address.

Proof of address:

  • Your UK driving licence.
  • European Driving Licence plus Council Tax Bill or Tenancy Agreement
  • Council Tax letter if you have a motability vehicle, you are the allocated person and not a permitted driver

My current address is what I consider my home address/ parent's. I also am the registered keeper of a car which is still at my parents. 
I just want to check if I change my address on my driving license -
1. How long does it take? 
2. Will it affect any insurance and/or V5C log book of my car at home?
3. Would it be a good idea to change it back to my parent's address once I have my parking permit sorted?

    They want proof that you live there...

    A UK driving licence is a European driving licence, so that plus tenancy agreement should suffice. An EU27/EEA licence by definition won't have a UK address, of course, so they're clearly happy with EU licences that are at other addresses. If they refused your UK EU licence, but accepted another country's EU licence, that would be illegal.

    If you chose to change your driving licence address, then most DVLA stuff comes through fairly quickly in recent times, although I suspect that might have changed in the last week or so.

    No, you do not need to change your V5C - but your insurance should already know the car is kept at that address most of the time...

    The only requirement for your licence address is that it's somewhere you can be contacted in a timely manner. It would make sense for that to be where you spend the majority of your time.

    1. In normal times, a few days
    2. The insurer should already know where you're living and where the car is kept overnight. If they don't, you need to tell them ASAP. No connection with V5C.

    Thanks for the reply. I will give them a call once I have all my other pieces of proof and see what they say about my driving licence, and argue the case that "If they refused your UK EU licence, but accepted another country's EU licence, that would be illegal." If they still won't budge then I will have to get my license changed.
