We are a group of 13 and were due to fly to Les Arc's for a weeks skiing for my son's 18th birthday, the property we had booked is a privately owned chalet, are we entitled to a refund from the owner or do we have to claim from insurance???

Much will depend on the booking terms you agreed and the contract arrangements you entered. Very possibly no automatic right for a refund.
Travel insurance options should be explored and may come into play if the chalet is closed, travel restrictions mean you can not travel there, Government restrictions and FCO travel advisories suggest limited or restricted travel etc.0
