New Job Postponed

Hi,
My husband was due to start a new job on 9th March, they then postponed it till the 16th March due to staffing/training issues. They then contacted him when the Covid-19 got worse and said that they would need to postpone his job further as they are closing the office and technicians aren't going to clients.
He finished his previous job on the 3rd, and now isn't sure where he stands.
They haven't given him a new start date, they have just said that will be postponed a minimum of 3 weeks.
Does he have any rights regarding this - any advise appreciated?!

It's a difficult legal question (and I am not a lawyer) and the answer depends on whether he has a signed employment contract with the start date in it. If he has, he could try to sue for breach of contract, but it's not the way you want to start a new job. If I were him, I would point out that this is going to make life very hard for him, and is there anything they can do to help (an advance on salary perhaps).
