Employer refusing working from home

Apologies if this has been covered in another thread.
My employer is refusing to let anyone work from home continually. Instead, they're allowing some people home some days, and then they have to come into the office on other days. Surely this defies the benifit of working from home, whilst simultanously proving that the work can be carried out from home? My 82yo mother in law lives with us and I'm a huge risk to her. Is there anything I can do to force them to let me work from home?
