Self Employed and no work due to the virus

The Chancellor is under pressure to come up with something to help the self employed in the short term. I have seen posts on here referring to something paid by reference to the last three years of self employed income. I can only assume that this is a reference to an amendment to the Coronavirus Bill tabled by various peers in the House of Lords (I seem to recall a similar amendment proposed by MPs). The amendment does not appear in the latest version of the Bill, so it can be ignored.
