Does any one know if I have been reduced to a three day week with three days pay will the government pay 80% of the other two days that I am off work?

AIUI they are paying for people who have been "furloughed".  Which seems to mean those who have been asked to stop working full stop.

Here is the advice to employees:

"To qualify for this scheme, you should not undertake work for them while you are furloughed. This will allow your employer to claim a grant of up to 80% of your wage for all employment costs, up to a cap of £2,500 per month.

You will remain employed while furloughed. Your employer could choose to fund the differences between this payment and your salary, but does not have to."

The short answer is to your question is No. You are still carrying out work for them. You may be entitled to universal credit if your (and any partner's) savings are below £16,000 and your income is low. There are eligibility checkers online.
