Admin charges

I have a prepaid hotel booking for the Easter weekend and booked treatments in the spa that is in the hotel, it was intended to be a spa weekend. Obviously the spa is now closed but they want to charge me an admin fee to return my money. I’ve argued that there shouldn’t be an admin fee but they’re insisting if I don’t accept vouchers I need to pay the admin fee, I would then need to pay the admin fee again for the hotel booking ‘if I choose to cancel’.
Is this right? Can they charge admin fees? I could understand if I was cancelling
