Flights booked to Dubai

Hi,
I have booked flights to Dubai, travel agent will not give me money back, insurance tell me to claim from travel insurance as government have given a warning against all non essential travel.
I booked in September 2019 so wasn't aware of the Coronavirus
can i do a chargeback with AMEX? i'm sure the travel agent or insurance should be giving me money back as i want to go but government have advised against all travel

Has the airline cancelled the flights? If the flights are not operating then you would be due a refund (you may need to push)
If the flights are not cancelled and the airline is not offering refunds for voluntary cancellations then you should claim from your travel insurance assuming it covers the situation.
travel agent can only pass on what the airline is giving (likely less their fees)
unless you are due to travel in the next 48 hours I would hold off as your flights may well be cancelled by the airline making a refund a simpler process0 -

check on the airline website to see what they are offering for passengers...many are offering date changes without change fee (fare difference only) or voucher for future travel
If the flight is not cancelled and your insurance does not cover FCO guidance then getting money back is likely not going to be an option so you should checkout what of the available options suits you best (you will still need to go through your travel agent to organise)

Etihad are only offering refunds for suspended/cancelled flights
rebook or credit seem to be your options (via your travel agent)
