Can a travel agent charge a fee to cancel a flight, issue voucher or refund?

Can travel agents charge a fee for issuing a refund or voucher from an airline? Or charge a fee if someone wants to cancel a non reimbursable flight and claim on insurance?

yes - fees would be in the terms and conditions. It is common for third parties to charge a fee for the administration of refunds (they need to do the work on your behalf so can be paid for that work - they don't work for free)
you would need to refer to the original terms and conditions to see whether the fee is correct
Booking direct with the airline means you can avoid third party fees in the future.1 -
thanks, I'll book directly in future now that I know that! What's a reasonable fee to cancel a non-refundable flight? Would happily have cancelled it myself but couldn't.0

generally they seem to be £20-£50 if this is not a voluntary cancellation of a non-refundable ticket for a flight that is not cancelled....if flight still operating I have seen up to $250 fee1
