Solvent based paint for decking?

Hello
I moved into my house two years ago. My deck was painted gray but started peeling off shortly after I moved in.
I gave it two coats of Cuprinol last year and now the decking looks terrible again with paint peeling off.
I've been looking for a solvent based decking paints but I have not been able to find much.
Does anyone have a good idea? Or suggestions for what I should do?

I think the problem is that the decking is treated when manufactured with a product that paint and sealer do not adhere to very well. Perhaps a light sanding will help?1

I've tried all sorts over many years on mine. The best so far (after a good jet wash & scrub) was Screwfix No nonsense decking stain, but it is water based, which seems to be par for most paints now. I've found I need to do it every 2 years anyway due to wear0

Personally, if it's possible then I'd try to remove the paint and treat it with something like a stain/preservative or oil, something which soaks into the timber rather than sits on top of it as a coat, like the paint does.
